You only pay fines, you do not deduct them
You will never be able to deduct a fine from your taxes, even if you get fined e.g. when exceeding the speed limits to rush to a client.
Since there is no VAT on fines, you of course do not even have to think of deducting the VAT.
You will have to pay for these fines and forget about deducting them.
